libflickr-upload-perl software package provides module for uploading images to flickr.com, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libflickr-upload-perl
libflickr-upload-perl is installed in your system.
Make ensure the libflickr-upload-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep libflickr-upload-perl *
You will get with libflickr-upload-perl package name, version, architecture and description in a table
